The President should declare a National Emergency and take control of fiscal cliff/debt ceiling issues. Congress would not be able to terminate the emergency without JOINT consent (50 USC Sec 1622.b). Precedent exists for the President to take control for reasons of National Security in the context of the U.S. economy. FDR did with banking crisis in 30's and as Nixon did with Postal Strike in 1970 (which at the time would have crippled business and economy) - I refer you to CRS Report for Congress "National Emergency Powers" Aug 30th, 2007 (98-505 GOV) at www fas gov.
