Due to the lack of immediate and decisive action by Congress in addressing the threat of the Zika virus, We the People call on President Obama to declare a national state of emergency according to the National Emergencies Act of 1976. The Zika virus posses a real and present threat to the safety and security of the United States. National organizations such as the Centers for Disease Control have been calling for immediate action which Congress has thus far ignored. The time to act decisively and effectively is quickly passing and a national state of emergency will, at minimum, provide resources to begin to address this serious threat.
