The New Black Panther Party is a racist hate group, which uses threats and intimidation to get it's message out. This militant organization believes it is above the law, and can enforce it. They have offered bounties on the lives of people they oppose. Offering a monetary reward for a citizen who is currently not charged with a crime is considered a felony, yet nothing is done by law enforcement and government.
