Based on the comment of March 11, 2009, where NRA leadership states “...the guys with the guns make the rules”, the NRA proposes that terrorism is within their means to effect change within the United States. Further, the statements of January 24, 2011 where gun ownership is “...enabling the people to resist tyranny” is inflammatory and promotes violence to disrupt the domestic tranquility, and is seditionary in nature.
