The idea here would be that the U.S. and whatever other participating countries would do things that don't cause significant damage or any loss of life, but would be silly or frustrating. Ideas include water balloon bombings, releasing animals from zoos, launching cheese wedges at each other, slipping laxatives into drinks, and prank calls between leaders.
Aside from being amusing, this new avenue of harmless warfare could lead to new technological innovation as well as being a good use for our military industry, which would create jobs.
