Declare routine infant circumcision as genital mutilation, hands off children's genitalia unless medically necessary.

Touching of infant's and children's genitalia for no reason is molestation and in the case of circumcision, permanent genital mutilation. Except for religious beliefs, children should never have their genitals fondled or surgically altered unless there is a medical necessity as deemed by the physician.

In the case of religious circumcision, only the overhanging foreskin should be removed. Never should a child undergo removal of the foreskin adhered to the glans penis, which is there to help the glans continue to develop and will separate on its own naturally.
