By aiding separatists in Ukraine with arms, supplies, propagandist support, and by abetting the joining of Russians with them, perhaps even going as far as to send Russian special forces to assist them as accused by many observers, Russia is directly responsible for the terrorist attack on the international civilian jet Malaysia Airlines Flight 17.
I call upon the president to designate the Russian Federation as a State Sponsor of Terrorism for its part in this atrocity, sanction all commerce with Russia, and consider whatever involvement necessary to stop the terrorist groups currently operating in Ukraine. This is an even more egregious crime against humanity than the Lockerbie bombing, and must be treated as a war crime against not only the United States, but all nations of the world.
