Declare secession petitions will only be considered from states where 51% of voters have renounced American citizenship

Many citizens are creating frivolous petitions for "their" states, and the signatures reflect users do not live in those states. The entire process is a farce and a waste of time. It is obviously extended temper tantrums by some sore losers of the recent election. End the shenanigans by publicly telling these people to put their actions where their mouths are, and that the only secession petitions to be considered seriously are those where 51% of eligible voters in the 2012 fall election have renounced their American citizenship. Basically, put up or shut up and let's all move on to the real problems.
