We call on POTUS to use Executive Directive 51, created by President GW Bush, which claims power to execute procedures for continuity of the federal government in the event of a catastrophic emergency construed as any incident... that results in extraordinary levels of... disruption severely affecting the US population... or government functions for, but not limited to, these reasons:
(1) US Intelligence reports that Russia ordered covert intelligence operations and propaganda to undermine the US election, and probable blackmail data on PEOTUS.
(2) Congress is currently dismantling many protections to US lands, citizen rights and procedural norms, such as not appropriately vetting cabinet nominees.
(3) PEOTUS recall of all US ambassadors without exception undermines US interests.
