Declare a State of Emergency where States without medicaid insurance for adults (18 & over) and States fund 18 and below

As an advocate for those CITIZENS entrap in the 47% of our system of Government whom rights are being violated because the State's deny their own MEDICAID. The much needed healthcare services which are secured by THE U.S. CONSTITUTION.
THE DEPARTMENT OF JUSTICE IS NEEDED TO DEFEND AND ARGUE OUR RIGHTS & ISSUE OF CONCERNS IN THE AREA OF VOTING RIGHTS AND HEALTHCARE!!!
