Declare Time Served for Jackie Ray Cearley and Bring Him Home to Help Care for His Disabled Mother.

This petition is to get Jackie Ray Cearley released and brought home to help care for his sick mother. She is on oxygen 24/7 and has COPD. He was incarcerated over 8 years ago due to an automobile accident. He received 11 to 15 years. He had no prior felonies. He was not speeding or drinking. A woman died in the accident. There was a total of 6 passengers in a two door mustang. Two were children. No one was wearing seatbelts and they had no headlights on. Jackie ran through a stop sign because he was not familiar with the road. It had been reconstructed. He got scared, ran for two miles, and came back to the scene. He had 4 charges of AWDWISI. Only 1 was seriously hurt. He also received 1 charge of Hit & Run, even though he came back, and 1 charge of involuntary manslaughter. Please help!
