declare unconstitutional and veto any acts of Congress limiting the ability of the government to pay debts.

Article 4 of the 14th Amendment to the Constitution states:
"The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned."
Any act of Congress, such as a "debt limit" provision, is in clear violation of this provision. As such, the Administration should declare unconstitutional any such existing limits, veto any proposed new limits, and submit to Congress for approval a law providing for the permanent servicing of any debts required to implement laws already in force.
