Declare that the Voting Rights Act now applies to the entire country.

Since the Supreme Court declared that Section 4 of the Voting Rights Act is not constitutional, you should assume that it now applies to the entire country. Section 4 was the part of the act that designated which parts of the country require preclearance. Rather than assuming that the loss of Section 4 means that Act can’t apply anywhere, you should assume that it means that the Act applies everywhere until Congress comes up with a new formula that the Court will approve.
