Declare war against all countries that inflicte damage & or death on U.S. citizens anywhere in the World, no exceptions.

Any country whether they are nato or other allies should be held accountable for the actions of it's citizens, especially when it comes to murdering U.S. Citizens on American soil in that foreign country, an official act of war declaration without congress would compel American superiority around the world and put and end to hate and death of anyone and reconfirm America's commitment to it's citizens everywhere.
