President Obama should begin an initiative to create a set of policies to actively reduce the number of women raped in the United States. We have had a number of "Wars on" in this country, including drugs, poverty, gangs, cancer, and terror. But rape is a pervasive problem in the country today and is a symptom of a fault in our culture and in the education of our youth with respect to boundaries of consent.
Beyond the common definition of rape which is understood as violent and unexpected and committed by a stranger, more common in occurrence is the rape of a known acquaintance by someone who is trusted with their well-being, and who takes advantage of that trust to commit a gross personal violation.
The way to stop this is by a combination of stricter laws and better education.
