Given the recent events in the NSA surveillance scandal, we come to our government with a compromise. Anyone with a healthy sense of skepticism isn't entirely shocked that the the most powerful government on the planet is keeping tabs on just about everyone it can. Declassifying these tactics will ultimately lead to more distrust in that no one will actually believe that the US government would release their entire game plan to the global public.
We have a solution. An opportunity to come clean. Rather than declassifying any NSA strategies, legal or not, declassify everything you have on UFO's and extraterrestrial life. This includes all the details of contact stores, collaborations between national governments and extraterrestrial beings, and the use of alien technology in modern society
