Declassify cloth menstrual pads as medical devices!

Since the 1990s, reusable cloth menstrual pads have been legally considered a medical device by the FDA. This means that, in order to be a compliant seller, any person who sells cloth pads must pay the FDA upwards of $4,000 a year. The vast majority of cloth menstrual pad seamstresses are work at home persons, typically mothers and disabled persons. Not only must we pay taxes on our handmade products, but we are expected to cover outrageous fees as well. This fee shuts down many U.S. small businesses & prevents WAHPs from making a living. Cloth pads are nothing more than underwear inserts. They are not medical devices. They should be considered the same as selling clothing. We ask that you declassify cloth pads from being considered medical devices and remove the FDA's fee.
