To promote a full public understanding of the events and circumstances of the attacks upon the United States on September 11, 2001, declassify and make freely available the 28 pages of the Joint Inquiry into Intelligence Activities Before and After the Terrorist Attacks of September 2001 that were classified by President George W. Bush, consistent with House Resolution 428.
