Declassify the US6370629 Patent Fraud so that the Fraud Loss can be properly added to the US National Debt and Finacials

The US Government has quietly set aside the prosecution of a patent fraud which today controls a unique piece of technology called a timestamp. In this case it controls the use of timestamps as decision factors in complex transactions and data-access model. This means the US6370629 patent controls the internet, the global surveillance net, the framework used by the US Government to operate as it does the US and Global Securities Framework. So the issue is why the White House wants the frauds around this patent to not be prosecuted. We think they should be... and we are wanting your opinion too.
