Decouple 911 Emergency Service Requirements from Universal Phone Service where 911 Service is Inappropriate or Unwise

Emergency 911 service has been incredibly beneficial since its inception. However, the service has been given a universal mandate which entrenched interests have abused in the past to erect a barrier to entry for companies offering new technologies or business models. Worse, people with mental disabilities whether by birth, injury, or age-related illness have been cut off from communicating with relatives and care-givers without the unwanted risk of tying up emergency services through unintended calls by people with issues which prevent them from communicating effectively with emergency responders. Phones, regardless of technology, are primarily a communications service. While very important, emergency services should not preclude communication when emergency services should not be active.
