1. raise taxes temporarily but not that much to go towards creating national colleges or build on colleges for people who never previoulsly had a college record and does not have a degree and/or high school diploma. people usually on welfare will ttend these jobs by paying a small fee or getting a loan. They will get a degree after tat get a job. They soon will pay the tax to help poor people who wereonce in the same position as they were. After all the colleges are built then tax should lower and only be used to maintain them.
