Many government departments and/or employees do not serve a useful purpose OR do not have enough job responsibilities to justify full-time status.
A president (or his surrogates) should act as a good CEO and reorganize his "business" to operate more efficiently.
Secretary Hillary Clinton has been a model of selfless service (regardless of how someone may feel about her politics). I know of one functionary, however, whose primary job responsibility is to schedule travel for another staff member, and her boss travels only three times a year on average.
Fraud and corruption, of course, should also be systematically addressed.
This will not be an easy nor painless task, but it needs to be done.
