Decrease gun violence without trampling the 2nd Amendment

Whereas gun violence is portrayed daily on TV, in music videos, in movies, and video games and;
Whereas a majority of mass killings have been committed by mentally incompetent people and;
Whereas there has been a lack of will on the part of the government to vigorously adjudicate criminals who use guns, therefore;
Be it resolved that effective immediately:
1. Portrayal of guns in TV shows and music videos is prohibited
2. Movies and video games portraying gun violence are automatically rated X; no one under 18 may attend, buy or use under any circumstance
3. Individuals with known mental illness will be evaluated for institutionalization controlling psychotic behavior with drugs will not be an option for release
4. Use a gun in commission of a crime; Mandatory life sentence without parole.
