Decriminalization of Marijuana

The "war on drugs" has, and will continue to be a losing effort, since it's inception. The cost of incarceration and enforcement of laws that persecute individuals from using this plant is astronomical. I would recommend the government A)repeal the laws calling for criminal penalties for use and possession of Marijuana for personal and medicinal use, B) create heavy civil penalties for individuals caught cultivating marijuana outside of set laws escalating to criminal penalties for multiple repeat offenders. A percentage of taxes on purchases would be allocated to schools. Additionally, a percentage of profitable revenues, from licensed distributors would be mandated to education, charity foundations and the enforcement of these new laws.
