Decriminalize all drugs as Portugal did in 2001

Portugal decriminalized all drugs in 2001 and ten years later had staggering results. In 2000, the number of people that repeatedly used drugs illegally was estimated at 100,000. These 100,000 users were ages 12 and over. At that time, there were 10,048,232 people living in Portugal. That is about .99 percent of the population at that time. Now, there are 40,000 people currently being treated. As of July 2012, the population was 10,781,459 people. At this time, about 0.4 percent of the population were abusing drugs.This is a dramatic change that the U.S. could possibly achieve.
