Any state, county or school district receiving Federal money where students and parents face civil or criminal charges for truancy must reduce those penalties to 1. a letter. 2. a sternly written letter about the consequences of failing to get a "good" education and 3 a sternly written letter sent via registered mail. No letter shall be longer than 1 page, double spaced, on 8.5 in. by 11 in. paper. Letters in 1, 2 and 3 may be sent just once per school year.
