Decriminalize marijuana on a Federal Level, and hold local and state officials responsible for it's legality. In doing so, it would ensure that states that wanted to legalize marijuana, could do so without of fear of the federal government making sweeping arrests. However, states that prefered to keep marijuana illegal within their borders would be able to do so also. The government could then impose a flat tax rate on marijuana sales in all of the states that legalized it. Which would create an influx of revenue and boost the economy.
