There may be a lot of money in keeping many people in jail for having a plant but there's exponentially more money in having civilians licensed in cultivating the plant instead. By decriminalizing marijuana the prison population would decrease over time and this would put an ease on taxes. Also, providing a license civilians could apply for to cultivate marijuana and then distribute it to dispensaries in the same state or another would increase the revenue of each state participating and revitalize the economy in a number of ways.
This has the power to change a lot of lives and help a lot of people.
