Decriminalize Marijuana Nation Wide while Increasing the penalty on other "harder" drugs.

This would not legalize Marijuana but would decriminalize any penalty down to a federal or state fine. Then all other drugs that could be essentially considered "hard" like cocaine, meth, ecstasy, etc. would carry a federal minimum penalty of (X) years in jail.
