Decriminalize small amounts of marijuana to a fine and pardon 1st time offenders convicted of small amounts of marijuana

I'm not for legalizing marijuana, but small amounts of marijuana should be decriminalized for first time offenders. I also believe the President should pardon those who have been convicted and received a misdemeanor for small amounts of marijuana. I was in college with too many good people that had there name garnished by being arrested for small amounts of marijuana. I've also known good men and women trying to join the military and was rejected because of a small amount of marijuana misdemeanor. President Obama should defiantly decriminalize first time offenders of small amounts of marijuana to a fine without a criminal record and allow the police officers to focus on the harsh criminals.
