Children, under 18 years of age, are bought and sold by adult sexual predators and traffickers. The act of buying and selling a child for sex is a federal offense, however, in many states children are still the ones paying the highest price for their victimization. Children are harassed on the streets, arrested by law enforcement, taken to detention centers, and in some cases serve time, remain on probation, and pay fines for the very acts that caused their victimization. This is being slowly addressed state-by-state with "safe harbor" laws, however, this is a weak and slow process. The results are similar to allowing states to choose when to enact laws banning slavery. This cannot wait another moment. Protecting basic civil and human rights of children is not a choice -- it is a priority.
