-Enforce rigid standards of care by delegating regulation for all Marine Corps Community Services, CYTP programs to Department of Health & Human Services. Eliminating prejudice and abolishing the 20 yr old Military Child Care Act
-Amend the employee application to include a mandatory psychological evaluation
- Appoint regional Quality Assurance representatives
- Require efficient video surveillance
-Provide resources for parents of children abused in a military child care facility
- Require mandatory federal investigations for all allegations
- Allow a central index to include the names of military bases, child development centers, staff or FCC provider convicted of a crime involving the harm to a child
