Set a strategic national objective of reducing Defense spending by not less than 50% (adjusted for inflation) within ten years.

If Congress declines to pass the enabling legislation, the President - in his capacity as Commander in Chief - should issue executive & military orders placing enough weapons development programs under review to realize the necessary cost reduction curve.

No deal to balance the budget and begin reducing the national debt should be eligible for consideration unless the "50-10" clause is included as a non-negotiable core element.
