Enact a bill which requires defense industries to involve their assets and use of technology in constructive civilian use technology which sponsors growth in the industrial market for production of energy , reforestation, energy use, energy concious habitat.(80%/20%)

The defense technology has of late been spoiled in its contributions to the industrial economy. If it were forced by contract to share in the responsibility for producing non-military technology , their shared assets would be more involved in producing marketable products overseas and therfore more income in trade.
War itself is less likely, if resources preventing territorial occupation are developed. Oil being preserved for the long haul, preserves civilization.
