Most confusing Direct Mail Instruction on Form I - 131.

"Departure from the U.S.before a decision is made on an application for a Reentry Permit does not affect the application"

Then USCIS asks you to write on the Application:

Intended date of departure: 07/04/2007
Where do you want the Travel Document sent to: American Consulate Mumbai.
Notice to pick up: 7, Rest Camp Road, Devlali, Pin 422401. India.

My Mistake:I submit Same photos which was on my Green Card.

USCIS sends RFE on 08/27/2007 response by 09/27/2007 for New photos. (mailed to San Jose)

USCIS sends Denial Notice on 02/08/2008 to San Jose.

I am in India since 07/04/2007

PARADOX is USCIS allows you to go to India, but does not believe in departure date, saying now "It is only Intended."

What is my mistake - Tell me.
