Define the descendants of stolen Africans as "Protected People"

In the United States, it is becoming very clear that the descendants of stolen Africans are and have been categorized as “combatants” to rouge police officers and other disturbed descendants of stolen Africans, and NOT citizens, in this “Land of the Free” that they were born and raised. It is my desire and contention that President Obama sign an executive order designating ALL descendants of stolen Africans, born and raised in the United States of America as “Protected Persons” and attached to it federal law that clearly states that anyone that takes the life of a descendant of stolen Africans without the evidence of an immediate threat defined as “actively being shot at” be immediately federally prosecuted as a Capital Murder and hate crime.
