Define Executive Order (EO) and Executive Privilege (EP). Send legislation to congress that would define, by law, what constitutes both EO and EP. It is important for the people to understand why the president (any president) would decide to use either. The questions that need to be addressed in this legislation include but are not limited to the following:
1. What constitutes the use of Executive order?
2. Can Executive Order change existing law?
3. Can Executive Order be challenged?
4. If so by whom?
5. What constitutes the use of Executive privilege? For example, national security interests.
6. Can Executive Privilege be used to avoid an investigation?
7. Can Executive Privilege be challenged?
8. If so by whom?

Should also require the president to state why they are invoking!
