Define a process where the public, or a public representative, can petition online or by written correspondence, that a grand jury investigation be elevated to the federal level where both sides are represented by outside, independent, and verifiably non-biased counsel. This will give transparency and credibility to high profile police shooting cases where there's a current conflict of interest between the police and the people investigating them.
