Define what constitutes fair use and allow individuals to consume their media in the manner they deem fit

Investigate creating an executive order or law which would define how individuals can consume legally purchased media. End the threat of legal action from major media companies interested in forcing consumers to purchase 2, 3 or 4 copies of the same piece of media to have a copy available on physical disc, electronic media and on cloud services. Ensure that individuals who choose to copy legal physical media to an electronic source for their own personal consumption are free from threats of potential lawsuits. Also ensure that there is a method for converting your own media to be used across the various electronic ecosystems that exist.
