Define what would constitute an end to hostilities with Al Qaeda.

Currently, we are in a constant state of vigilance against terrorism. Presumably, our superior military will eventually prevail. What if we are capable of changing minds to the point that Al Queda is no longer a threat? What if we scare them so badly that they no longer want to plot against us? How would we know? The United States needs to define exactly what the goal is, and if Al Queda meets this goal, we should stop all targeted killing, and bring the troops home from Afghanistan, Pakistan, Iraq or wherever they are. It is not good for the American people to be in a continual state of war with no end in sight. Define and end to the "War on Terror", so we at least know what to look for.
