Sea gulls were in danger of extinction when they became protected under the Migratory Bird Treaty Act of 1918. There are currently millions more than is necessary to maintain a stable population. They are competing with other birds for habitat and require more to eat than the environment can sustain thus they rely on human trash, food, etc to eat and are becoming pests.
