deliver excess non-lethal supplies, material, equipment, and vehicles from the war drawdown in Afghanistan to Ukraine.

The Ukrainian government faces extreme budgetary challenges in supplying and maintaining its military and security forces in light of the recent annexation of Crimea and continued insurgency in its eastern provinces. The U.S. is spending $millions in transporting supplies, equipment, and vehicles in the withdrawal Afghanistan. Such equipment must be shipped halfway around the world to U.S., where much of the material will be deemed government excess and simply sold at government auction; or placed in long-term storage (creating additional taxpayer funding to properly store such material). Transport of such material to Ukraine saves both the U.S. taxpayer transportation costs and will greatly assist Ukraine in its security operations while creating strong ties between both nations.
