The Sicilian Special Statute is a document signed by the Italian government even before it became a "Republic" after the end of WWII.

It is in the interest of the United states of America to support this important document, because it was written and signed with the understanding that sicily would be a sort of Sovereign entity within the Italian Republic, with it's own political and economic independence, the Statute even includes it's own supreme court and a seat in the italian legislature of the regional president of Sicily.
The Special Statute guaranties Sicily the autonomy necessary to make their own laws to benefit Sicilians, when Italy has abandoned it.
