I am an Asian state employee and have contributed to NYS throughout my employment by various agencies: I have also created multiple interdisciplinary projects which not only saved thousands working hours per year, but also prevented human error, thus freeing staff and supervisors from time and energy spent correcting those errors.
On multiple occasions, I have expressed that the promotion is not based on equal and fair. But the white employee got promoted very easily, and purposely let Asian and Black employee compete with each other. I found out that the real white racist, who treated black people as their master and got themselves promoted by whatever ways, usually loudly criticized Asian as racist.
