Federal enforcement of federal marijuana laws has cost Californians millions if not billions of dollars in revenue. It has caused undue harm and risk to patients. Not once in recent times has a DEA or other agency's witness testified in a clear manner before congress or the people with any valid reason for marijuana to be listed, let alone as it is. Nixon and Anslinger made mistakes, you have the power and obligation to fix it. We are not asking that you legalize it across the nation but instead that states be allowed to decide in free and open elections. Prohibition has never worked.
