The FCC issued Net Neutrality rules in 2010, but they were struck down this year.
Without Net Neutrality, Internet Service Providers (ISPs) can choose to give some websites a fast lane- for instance, sites that pay them fees, or are owned by the ISPs.
They can decide to make other sites load more slowly- if they won't/can't pay fees, for political reasons, or if they offer content that competes with the ISPs' content.

The FCC can restore Net Neutrality by "reclassifying" Internet service as a "telecom service". Instead, it's threatening to issue rules ending NN altogether.
