demand a federal law that prevents rapists from demanding custody of children they fathered through rape

There are currently only a few states that prevent a woman's rapist from seizing custody of children he fathered. There should be a federal law that prohibits any judge or jury from allowing that to happen, seeing as we apparently can't trust the states to do that themselves.
