As of this writing, the Farm Bill will expire on September 30th. A new Farm Bill has passed in the Senate, but has stalled in the House. The House Majority has indicated that they will adjourn at the end of this week; it is uncertain as to whether they will pass their version of the Farm Bill before then.
Congress should not be allowed to adjourn without passing a new Farm Bill. The Constitution of the United States allows the Executive Branch to call for an extraordinary Session of one or both Houses of Congress.
In the eyes of this petitioner and all of the undersigned, for the sake of our farmers and agricultural economy, it is entirely appropriate to call for an Extraordinary Session of the House under these circumstances.
