Demand the invalidation of the decision of the Dominican Republic to retroactively render some of its citizens stateless

Ruling 0168-13 of the Dominican Constitutional Court denies many thousands of Dominican citizens of their rights by declaring, retroactively to 1929, that their parents were “foreigners in transit”. Dominicans of Haitian descent seem to be the target in keeping with a racist constant in Dominican history.
This arbitrary act violates Art. 8 of the Convention on the Reduction of Statelessness; Art. 15 of the UDHR and Art. 20 of the American Convention on Human Rights to which the Dominican Republic is signatory. It also runs counter to the 2005 ruling of the Inter-American Court of Human Rights on the status of “foreigners in transit”.
The Dominican Republic must not be permitted to create an apartheid system and sanctions should be considered if this situation is not remedied promptly.
