Stewart ruled on 1/14/2014 that their parent, Dorothy Cook had met all the applicable guidelines required for Megan Cook to be enrolled in her local LEA per its attorney Rachel Hitch 2/18/13 dated letter of reprisal but after 2 complete years of NO EDUCATION AT ALL the local D.A. say's there is no law on the Book to criminally prosecute NC PUBLIC SCHOOLS"CREATE 1"
